Why the cyl' head shroud?

Hi Guys,
I was looking at another topic and came across this photo, the cyl' head has an alloy shroud around the cooling fins with a small aperture at the top. I assume that is because this engine has the cooling intake air coming in from the bottom? Or is there another reason?

We can only assume that the cooling system is not yet complete in these photos as these heads would not cool properly as it sits. It looks like the engine is mated to a Sonex, so the builder could be working from Monnett's pressure cowling cooling system. If so, there are very many pieces missing regarding baffling.
