Just curious. Not seriously considering this.

I skimmed through the FAR part 103 and did not see the answer to this question.

Part 103 allows for Lighter Than Air vehicles so long as they meet the 254 pound limit.

But is that in the "ready to fly" configuration? In other words, with the Helium (or hot air)?

I can imagine some interesting designs since if it is with the Helium it would essentially have zero weight, or very little.
