Looks like a hat shaped section welded to a tube. It has two bosses welded to it for thickness and drilled for a specific sized hole.

You are looking down at an angle at the end of the piece on the lower right.
To paraphrase cvairwerks, it is a U-channel with flanges welded at an angle to the round pipe.
