Wing in Ground / Ekranoplans don't count as aircraft?

Hi,

(You need to know that I am asking this question from the UK)

I heard somewhere that a homebuilt "Wing in Ground" plane does not need to be licensed as an aircraft if they stay below a certain height.

Is this true?

If it is, what is this "certain height"?

Would such a craft require any other sort of license?
